Richard S. Templin, President
Mr. Templin possesses more than 30 years of hands-on collections, patient account, and medical billing experience. In his distinguished career, Mr. Templin has served as the Director of Central Services for the City of Harrisburg, Pennsylvania and Patient Accounts Manager for Harrisburg Hospital. He has also served on the local and national Board of AAHAM for 10 years and was instrumental in helping develop the Healthcare Certification Program for ACA International (ACA).

In his role as President, Mr. Templin is responsible for all facets of business development and ensuring the highest possible level of responsiveness and service to Penn Billing’s many “client partners”.

Dale Brumbach, Vice President, Penn Billing
Mr. Brumbach has been with Penn Billing for over 10 years, where he develops and manages first party operations and projects for Healthcare, Utility, Government, and Retail entities. He has over 30 years of experience in the healthcare industry and was a former controller who was responsible for the accounting, payroll and business office for Seidle Memorial Hospital near Harrisburg, PA. His vast experience in the healthcare field includes billing and follow-up services for Hospitals and Physician Services.

Mr. Brumbach was also Chief Operating Officer for over 10 years at Diversified Billing Services, a billing and extended business office organization. In that role he was responsible for managing and implementing new services and program for both healthcare and utility clients.

In his current role as Vice President of Penn Billing, Mr. Brumbach is responsible for developing and maintaining client relationships and ensuring that our programs deliver exactly what our clients expect and deserve. His vast knowledge and cross-industry expertise are a valuable tool in Penn Billing’s never ending effort to develop and deliver the programs our clients require.
